Global UAC has been under the ceiling from hour one and is trending toward $0.10 USD. Tier-1 Geo opened above the ceiling on day one ($2.22 USD) — typical for a fresh UAC in learn mode — and has improved every day since, now at $0.74 USD. Dashed line is the $1.46 USD goal threshold.
The broad Android UAC is doing the heavy lifting on volume and efficiency. The Tier-1 Geo cut (premium countries) is more expensive per install but still well inside the ceiling — and likely produces higher-value users.
If we had paid the goal price ($1.46 USD) for every install, the same 2,076 installs would have cost $3,031 USD. We paid $523.
- The goal isn't the constraint — volume is. Blended CPI sits at $0.25 USD against a $1.46 ceiling. Test pushing daily budgets up and watch for the elasticity break.

- Tier-1 Geo is learning fast. Day-1 came in at $2.22 USD CPI (above ceiling — typical UAC learn mode). Day 5: $0.74. The bidder is finding the audience.
- Judge Tier-1 on activation, not install cost. Premium-geo installs likely produce higher-LTV users. Wait one more week, then read on in-app activation and Jade Plus consideration, not CPI alone.
